White, powdery substance
Efflorescence is a white, powdery looking substance which can appear on or cement blocks. According to Wikipedia, it is is the migration of a salt to the surface of a porous material, where it forms a coating. The essential process involves the dissolving of an internally held salt in water, or occasionally in another solvent. It is not mold.

How to remove efflorescence:
- Washing with a mild detergent and a scrubbing brush.
- Power washing.
- Sand blasting, but this must be done by a professional.
- Chemically treated, please check this out with an expert.
